To reduce the safety and environmental issues that can result from hazardous releases, OSHA mandated the Hazardous Waste Operations and Emergency Response standard, also known as HAZWOPER. This standard was put into law in 1990 to protect workers who handle hazardous materials and respond to emergencies that involve hazardous materials. As defined by OSHA, hazardous substances pose physical or health hazards. For instance, chemical and heat burns are both considered physical hazards. This means flammable materials, reactive chemicals, and compressed gasses are all hazardous substances. In addition, toxic agents, corrosives, and carcinogens can cause health hazards, making them hazardous substances as well.

- HAZMAT technician
- HAZMAT specialist
- On-scene incident commander
